DAMPAK PROGRAM RESTRUKTURISASI KREDIT/PEMBIAYAAN BAGI UMKM SEMASA PANDEMI COVID-19
Abstract
The Covid-19 pandemic has significantly impacted various aspects, one of which is the economy. The Covid-19 pandemic has an effect of uncertainty, increasing economic costs and reducing consumption and economic growth. The government has adopted a PEN policy to protect, maintain and improve the economic capacity of business actors, both in the real sector and in the financial industry, including the SMEs. This article aims to determine the impact of Covid-19 on SMEs and the benefits of the credit/financing restructuring program for SMEs. The research methodology is quantitative by processing data from questionnaires submitted to SME actors who receive PEN, especially those who accept credit/financing restructuring programs, by measuring indicators of economic impact and satisfaction of credit restructuring recipients. The results of the study were measured using an index. The credit/financing restructuring results gave a pretty good impact (impact) for SMEs, as indicated by the average index value of 0.59 in the 0.50 – 0.75. Restructuring of credit/financing also provides a pretty good level of respondent satisfaction (satisfied), as indicated by the average index value of 0.63 in the 0.50 – 0.75. The credit/financing restructuring program needs to be continued to maintain the momentum of national economic recovery. The program design needs to be improved, including relaxation of requirements, improvement of database to increase effectiveness and accountability, and implementation of monitoring and evaluation.
Abstrak
Pandemi Covid-19 telah memberikan dampak yang signifikan dalam berbagai aspek, salah satunya ekonomi. Pandemi Covid-19 memberikan efek ketidakpastian, meningkatkan biaya ekonomi dan menurunkan konsumsi serta pertumbuhan ekonomi. Untuk melindungi, mempertahankan dan meningkatkan kemampuan ekonomi pelaku usaha baik di sektor riil maupun sektor keuangan, termasuk kelompok UMKM, pemerintah mengambil kebijakan PEN. Artikel ini bertujuan untuk mengetahui bagaimana dampak Covid-19 terhadap UMKM dan manfaat program restrukturisasi kredit/pembiayaan bagi UMKM. Metode analisis data yang digunakan adalah metode kuantitatif dengan mengukur indikator-indikator dampak ekonomi dan kepuasan UMKM penerima program restrukturisasi kredit/pembiayaan semasa pandemi dari data hasil kuisioner yang disampaikan kepada mereka. Hasil penelitian dengan menggunakan indikator dampak menunjukkan bahwa restrukturisasi kredit/pembiayaan kepada UMKM memberikan dampak yang cukup baik. Restrukturisasi kredit/pembiayaan juga memberikan tingkat kepuasan responden yang cukup baik, di mana penerima merasa puas terhadap program tersebut. Program restrukturisasi kredit/pembiayaan perlu dilanjutkan untuk mempertahankan momentum pemulihan ekonomi nasional. Design program tersebut perlu disempurnakan, antara lain relaksasi persyaratan, perbaikan basis data untuk peningkatan efektivitas dan akuntabilitas, serta pelaksanaan monitoring dan evaluasinya.
